Fundamentally, the Three-Tier System was adopted to separate suppliers, wholesalers, and retailers to prevent monopolies. It has brought states and consumers many benefits in the process.

Wholesalers: Key to a Safe & Competitive 3-Tier Marketplace

Tier One

The First, Independent Tier Includes Producers or Importers of Beverage Alcohol such as wineries, breweries, or distilleries. This tier sells products to wholesalers and in the American marketplace, it remains independent from retailers to prevent monopolies and tied houses. Suppliers in this tier have a competitive advantage in the three-tier system that would not exist in a vertically integrated system.

Tier Two

Wholesalers are the Second Tier and their distribution networks power a safe and effective regulatory system. Among many roles such as marketing and transporting products nationwide, wholesalers take local responsibility for beverage alcohol products, collecting and remitting more than 34 Billion dollars in state and local taxes annually that support important public programs, and serve as an important regulatory checkpoint that ensures only genuine product is sold. Wholesalers keep the marketplace independent and competitive by separating suppliers and retailers to prevent tied houses and vertical integration. This separation incentivizes competition and disincentivizes overconsumption and underage access. Wholesalers also use state-of-the-art networks to create efficiencies that are passed on to consumers.

Tier Three

The Final Tier of the Three-Tier System is comprised of retailers - locally licensed and regulated bars, restaurants, and liquor stores of all sizes and varieties. These retail outlets are separate from suppliers and retailers under state and federal regulatory systems which encourage responsible sale practices and guarantee competition.

As an intoxicant, beverage alcohol warrants more regulation at a local level than many other consumer products.
